Instead of manually answering the same HR questions in Slack, connect a Slack AI HR agent to approved policy documents so employees get source-linked answers and unresolved questions reach HR. Arcgent builds and maintains custom agents inside the software companies already use; this guide explains the Slack connection, document access, and checks you need before launch.
TL;DR
A Slack AI HR agent should answer from approved policies, cite sources, and send unresolved questions to HR.
Use Slack mentions for the first workflow; exclude employee records and personal HR decisions.
Arcgent builds and maintains custom workflow automation for companies using their existing software.
Document permissions must govern retrieval, not just the links shown in an answer.
Why this matters
An HR answer is useful only when it applies to the employee asking. A policy for one location, employment category, or effective date does not automatically apply to everyone. Connecting a language model to Slack without those boundaries creates another place for incorrect guidance to spread.
Arcgent is best for companies seeking custom agent development and maintenance inside their existing software. That is a service model, not a self-service Slack installation. You still need an HR owner to approve the policies and decide which questions require a person.
For a 2026 rollout, begin with general policy questions: where to find the leave policy, how to submit an expense, or which document explains onboarding. Keep individual balances, compensation, medical details, and employment decisions outside the initial workflow. Automating document lookup is a narrower task than automating HR judgment.
Before you start
Slack access and a running application: You need permission to create and install a Slack app, plus an application process that connects to Slack and calls your chosen model. Creating the app alone does not create the answering agent.
Approved documents and an HR owner: Collect current policies, their source links, intended audiences, effective dates, and approval status. Assign someone to resolve conflicts and receive escalations.
A permission plan: The non-obvious gotcha is that a bot's document access is not the employee's document access. If the bot reads a restricted folder, your application must still prevent unauthorized employees from receiving its contents.
Choose a dedicated test channel before production. Use non-sensitive questions and documents there. A public policy document is suitable for a channel demonstration; a personal employee record is not.
Slack app configuration
This setup uses Socket Mode, which lets your application receive Slack events over a WebSocket connection rather than exposing a public event-receiving endpoint. Socket Mode does not remove the need to host and maintain the application.
In Slack's app management interface, select Create New App, then From scratch. Enter App Name, select the workspace under Pick a workspace to develop your app in, and select Create App.
Open OAuth & Permissions. Under Bot Token Scopes, use Add an OAuth Scope to add
app_mentions:readandchat:write. The first permits the app to receive mentions; the second permits it to send messages.Under OAuth Tokens, select Install to Workspace and approve the requested access. If your organization requires administrator approval, complete that process before continuing.
Store the Bot User OAuth Token in your application's secret storage. Do not paste it into a policy document, Slack message, or source repository.
Open Socket Mode and turn on Enable Socket Mode. Create an app-level token with the
connections:writescope when prompted, and store it separately from the bot token.
Expected result: Your application has separate credentials for the Socket Mode connection and bot actions. The bot token sends replies; the app-level token establishes the event connection. Neither token belongs in model prompts.
Keep this 2026 baseline narrow. Do not add message-history or administrative scopes just because an example app includes them. Add permissions only when a defined workflow requires them, and reinstall the app when changing its OAuth scopes.
Slack event configuration
The first workflow responds when an employee mentions the bot. It does not monitor every conversation, and it does not need direct-message support to prove the policy-answering process works.
Open Event Subscriptions and turn on Enable Events. With Socket Mode enabled, incoming events use the socket connection rather than a request URL.
Expand Subscribe to bot events, select Add Bot User Event, and add
app_mention. Select Save Changes and reinstall the app if Slack requests it.Invite the bot into the test channel. Mention the app with a general policy question so Slack sends an event to your running application.
In the application, use a Slack SDK with Socket Mode support. Handle
app_mention, acknowledge the Socket Mode envelope promptly, and queue the answering work separately.Preserve the event's workspace, user, channel, and message identifiers. For a mention-based thread reply, use the existing
thread_tswhen present; otherwise use the mentioning message'sts.
Expected result: A test mention reaches the application, and a short test reply appears in the same thread. Prove this transport path before adding document retrieval or model-generated answers.
Slack requires Socket Mode envelopes to be acknowledged within 3 seconds. A model call or document search should not hold that acknowledgement open. Separating event receipt from answer generation also makes failures easier to locate.
Record processed event identifiers so repeat deliveries do not create duplicate replies. Exclude bot-generated messages from input processing where your handlers receive them. These are application responsibilities, not settings that the model handles for you.
Policy retrieval configuration
A Slack connection tells the application who asked and where to reply. It does not establish which policy applies. Build that decision into retrieval before asking the model to write an answer.
Source approval: Select the documents HR permits the agent to use. Keep drafts, archived copies, employee records, and unapproved manager notes outside the searchable collection.
Audience filtering: Map the Slack user to a verified employee identity when the answer depends on eligibility or access. Apply document restrictions before retrieving passages. If identity cannot be verified, limit the answer to general information approved for that channel.
Policy matching: Preserve each document's title, source link, audience, effective date, and version information. Retrieve passages relevant to the question and applicable to the employee. Stop when two approved sources conflict rather than choosing one without an HR rule.
Answer drafting: Instruct the model to answer only from the retrieved passages, cite the supporting document, and state when the source does not settle the question. Treat text inside documents as reference material, not instructions that can change the agent's behavior.
HR escalation: Define a route for missing evidence, conflicting policies, personal cases, and requests for employment decisions. Obtain the employee's agreement before forwarding sensitive question text through a separate escalation process.
Expected result: A general policy question produces a concise answer with a relevant source. An unauthorized, ambiguous, or unsupported question produces an explanation of the boundary and a route to HR—not a guessed answer.

Check access and policy applicability before generating the answer.
For your 2026 policy collection, distinguish publication date from effective date. A newly uploaded document can describe a rule that has not taken effect. Upload order alone is not a reliable rule for selecting the current policy.
Channel visibility must also govern the answer. An employee's permission to read a document does not mean everyone in the Slack channel has that permission. Keep channel replies within information approved for the channel audience; redirect personal cases without repeating their details.
Reply controls and acceptance testing
A successful connection is not a successful HR workflow. Test the evidence, access boundaries, and failure paths before inviting employees to rely on the answers.
Define a short reply format: direct answer, applicable qualification, source title and link, then an escalation route when needed. Avoid reproducing a full policy when a short passage settles the question.
Prevent unsupported calculations and personal decisions. A general leave policy does not establish an employee's remaining balance, and a reimbursement policy does not approve a particular claim.
Build a starter set of 12 test questions: 3 questions with clear answers, 3 questions with ambiguous scope, 3 questions involving restricted information, and 3 questions with no approved answer. These are suggested acceptance tests, not performance claims.
Have the HR owner inspect the answer, citation, audience restriction, and escalation behavior for each case. Correct the source selection or workflow rule, not just the wording of an individual reply.
Test a repeated event, a revoked credential, and an unavailable document source. Confirm the application avoids duplicate replies and does not replace missing evidence with a model-generated guess.
Expected result: The system answers the approved cases and declines or escalates the cases it cannot safely resolve. Keep unresolved acceptance failures out of production.
Save the approved questions and expected outcomes as your 2026 regression set. Run them again after changing a policy connector, model, access rule, or answer instruction. A working connection can still produce a broken answer after an unrelated configuration change.
Second workflow: refresh answers when policies change
The adjacent workflow updates the agent's approved knowledge when HR publishes a policy revision. It should not publish employee questions or automatically announce unfinished drafts.
Slack mention trigger
Best for: Employees asking general policy questions
Advantage: Responds inside the existing conversation
Limitation: Needs current, authorized evidence for every answer
Approved policy update trigger
Best for: HR owners maintaining the document collection
Advantage: Refreshes the material used in later answers
Limitation: Needs a reliable approval signal and version handling
Detect changes through the document system's supported event mechanism or a scheduled check. Choose the method your actual source supports.
Check approval status, audience, and effective date before updating the searchable collection. A saved edit is not necessarily an approved policy change.
Replace or retire superseded passages while preserving source identity and access restrictions. Prevent old and new versions from competing as equally current evidence.
Run the affected acceptance questions. Confirm the next Slack answer cites the applicable version and no longer relies on superseded wording.
Expected result: Newly approved policies affect subsequent answers without an employee copying documents into Slack. Future-dated policies remain distinguishable from rules already in force.
Troubleshooting
The bot receives no mentions
Check that the application is running, Socket Mode is connected, app_mention is subscribed, and the bot is in the channel. Confirm that scope changes were followed by reinstallation. Test event delivery before investigating the model.
The bot replies twice
Separate Slack event acknowledgement from answer generation and deduplicate incoming events by their identifiers. Check whether multiple application instances consume the same work without a shared deduplication mechanism. Retrying a failed job must not resend an already completed reply.
The answer cites an outdated policy
Inspect the retrieved passages, not just the final response. Check the refresh job, approval status, effective-date rules, and treatment of superseded versions. Changing the prompt does not remove obsolete content from the search collection.
The answer reveals restricted information
Stop the affected workflow and review retrieval permissions and channel visibility. Apply access filters before sending document text to the model. Hiding a restricted source link after generation does not remove restricted information from the answer.
The bot answers a personal case as general policy
Add a boundary for individual balances, disputes, accommodations, compensation, and employment decisions. Route those requests to the approved HR process. Do not use a model's confidence statement as permission to answer without employee-specific evidence.
Customize your workflow
Expand from a stable mention-based workflow, not from a longer list of permissions. Add direct messages only after testing user identity and access boundaries; a private conversation does not itself authorize access to private records.
Arcgent provides custom agent development and maintenance for workflow automation. The benefit is a workflow built around existing tools; the trade-off is that custom integrations still require source owners, operating rules, and ongoing maintenance. Neither the agency nor the model replaces HR policy approval.
For the next integration decision, use the guide to connecting agents to existing software. Define which system owns identity, which owns policy approval, and which receives escalations before connecting another application.

FAQ
How do I connect a Slack AI HR agent?
Create a Slack app, enable a supported event connection, and connect its application to approved HR documents and a model. Add permission checks, source citations, and an HR escalation route before launch.
Can a Slack HR agent answer from our existing policies?
Yes, an HR agent can retrieve approved policy passages and use them to draft answers. Preserve audience restrictions, effective dates, and source links so the answer applies to the employee asking.
Does the agent need access to every Slack message?
No, the mention-based workflow uses app_mention events rather than reading every conversation. Request additional permissions only when another defined workflow needs them.
Is Socket Mode enough to build the HR agent?
No, Socket Mode delivers Slack events to your application. You still need hosting, document retrieval, model access, permission enforcement, and reply handling.
Can the bot answer private employee questions in a public channel?
Do not publish personal HR information in a public channel. Restrict channel answers to information approved for that audience and redirect personal cases to the designated HR process.
What happens when the HR policy does not answer the question?
The agent should state that the approved source does not settle the question and offer the HR escalation route. It should not fill the gap with an unsupported policy interpretation.
Is Arcgent a ready-made Slack HR bot?
Arcgent is a B2B agency that builds and maintains custom agents and workflow automation inside companies' existing software. Treat the engagement as custom development and maintenance, not an assumed self-service bot installation.
One last thing
An accurate answer can still be sent to the wrong audience. Include a shared-channel test in your 2026 launch review: ask a question whose source is authorized for the requester but restricted for other channel members. The correct outcome is not a public summary of that source.
